Reaper hangs on project open containing a Scaler 3.2 instance.
I opened the project in safe mode an re-enabled each plugin. I then replaced scaler vst3 with vst2 version and tried opening again to see if it was a vst3 related issue. No luck.
Very small project - was just testing things. One scaler and two VPS Avengers receiving midi on different channels from scaler.

Can you provide more information i.e. Reaper version , OS version - I suppose Windows, CPU, RAM, Event Viewer extract, if found.
I use Reaper 7.55 on Win 11 Home, 32 GB RAM, Scaler 3.2.0. No trouble with Reaper and Scaler 3. I use Kontakt, Arturia, Spitfire plugins.
Ok, let’s troubleshoot.
Create a new project with only one track, put Scaler inside, add a few chords or select a progression, just press Play in section A or B. Stop playing, save project, Quit Reaper and try to open it. Does this work?
If so, copy chords to Section C, go to Arrange page and add a Chord Follow track with any internal instrument. Save project. Quit Reaper and reload. Any freezing?
In the following steps, you can replace the internal instrument in mixer and set it to None because the plugin on the track should play.
Add one Reaper track with a plugin different from VPS Avenger , any simple VST, not Kontakt or so. Send a MIDI channel from Chord Follow to it. Save, reload project.
If working, add the Melody track on Arrange page. Create a second track with a simple plugin and different MIDI and redirect Melody track to it. Save the project, quit Reaper. Reload.
If still no freezing, replace the plugin in any of the two tracks with VPS Avenger and check if everything is OK. Save , quit, reload Reaper.
Everything ok?
Replace plugin on the other track with VPS Avenger. Save project, quit Reaper, reload.

I did all steps you suggested and could not replicate the problem. Ending with setting up a new Scaler - sending midi to channels 1, 2, 3 to 3 avengers on separate tracks with Melody/Chord Follow/Arp tracks - worked fine.
I went back in the problem project and eliminated all tracks from the project except the track containing Scaler - saved - open - freeze. I even saved the track containing scaler as a track template and same freeze happened as soon as I’d insert it in a new project. I also re-installed scaler 3.2 - didn’t work. When re-enabling Scaler from the FX window I noticed scaler interface trying to “appear” but freezing with just the black UI background shown (no buttons).
What worked however was to install Scaler 3-1.0.5 - now that project opens fine, no freeze.
System: Ryzen 5900XT, 64gb, Win 11 pro (all updates), Audient interface with latest drives/firmware. Reaper 7.55, Scaler 3.2.0 (when prob occurred).
Impossible to tell if there’s a local system specific problem or a problem with Scaler as there’s no actual crash/crash report.
One other thing - when the freeze occurred, there was continuous hi CPU usage on 2 cores (4 threads) - for as long I’d leave it before “end task”.
Hope this can give Devs some pointers.
