You can rearrange the Scenes easy enough. You can drag all the Chords and Motions out from one Scene if you select them but I agree you should just be able to drag out the entire scene. It’s on the list for 3.3 but given the big ticket items eat our resources it’s not a guarantee. Should be there though!
