I can’t seem to find a way to re-activate the last chord. I’ve looked in the UI, and also in the manual, and I see nothing about it. How can I do this?

Just do the same as you did to lock the chord i.e. Shift+ left mouse click on the chord.. This toggles between lock and unlock.
