Difference in MIDI drag between Reaper 7.9 and Fender Studio Pro 8

In Reaper 7.9 when the time signature is 7/8 and I drag a Scaler 3.3.1 pattern to my desktop the midi does not contain the chords in 7/8 time signature. The chords are presented every 9th beat in any app using that MIDI (i.e. in 4/4 time).

In Fender Studio Pro 8 when the time signature is 7/8 and I drag a Scaler 3.3.1 pattern to my desktop the midi does contain the 7/8 time signature and the chords are presented every 8th beat in any app using that MIDI.

Why the difference just because of the host DAW?

Gere are the steps to reproduce in Reaper.

Step 1. open new reaper project @ 4/4
Step 2. add Scaler, find any 8 bar pattern
Step 3. drag the Scaler pattern to Reaper, all good as expected, 8 bars in 4/4 grid
Step 4. change Reaper in the settings section of Reaper to 7/8

Step 5. confirm Reaper and Scaler are set to 7/8

Step 6. drag the same Scaler pattern to Reaper, it’s not 8 bars but 9+ bars with every next chord shifted progressively by 1/8th (as previously reported) essentially 4/4 length of each chord
Step 7. create new track with Scaler in the same project, find any, or the same, 8 bar pattern
Step 8. drag the new Scaler pattern to Reaper, it’s 8 bars in 7/8 grid
