This is valid musical notation?

I am the first one to admit to be a babe in the woods with music theory. But I’ve studied it a lot in recent months (thanks Covid), and I never ran into this combination. Would not be surprised if musical language has similar contradictions as verbal language, though.

My astonishment being how a chord can be “major” and “minor” at the same time…? It sounds odd enough, (dis)harmonically.

Yes there can be a min maj chord. The min refers to the 3rd note of the chord in the case above D and the maj note is the 7th note of the chord, the Bb. And yes very discordant.
